One additional point about exception handling. Is it possible to insert in §1.3.2 a non-normative sentence that reads `Implementations are encouraged to signal errors and report violations by using a mechanism that behaves the same as ERROR (§6.5), and to document the full set of message arguments used by the implementation.'?
