That's a goal of WG1 as well, and it's why the SC required WG1 Scheme to
have a module system.

Hardly.  WG2 voted on 192 proposed libraries, and decided to work on only a

Note that WG2 libraries are *defined* by the standard, not *mandated* by
the standard.  This is an essential and fundamental difference between
R6RS, where all libraries are mandated, and R7RS, where no libraries
except the core are mandated.  The core may very well turn out smaller
than R5RS.
