This is a Formal Response to Formal Comment #421:

#!fold-case and #!no-fold-case have no final delimiter

This request was balloted by the WG, which decided to require #!fold-case
and #!no-fold-case to be delimited by any delimiter character such as
whitespace, double quote, or parenthesis.  They were added to the formal
syntax by the editors.
