History frequently is bunk, yes.  But it doesn't matter!  The important
points are that the issue is being revoted _de novo_, and that the only
options on the ballot are ones that treat IEEE and non-IEEE numbers
consistently.  Ding, dong, the Wicked Witch is dead!

Granted, write-in votes are possible.  But I've licked my finger and
held it up to the air, and so I don't need a weatherman to see which
way the wind blows.
