Thanks for these, by the way.  We will likely add one or more
of these cases to the existing list of syntax errors in the spec,
but even if we don't we should build an R7RS test suite.

Note in the latest draft I've removed the restriction that
internal syntax definitions precede non-syntax definitions,
clarified that multiple definitions of the same identifier is
an error, and tried to improve the language describing
these error situations but will likely revisit it later.
