When referring to times back to 1970, there are two seconds we have to consider:

(a) The pre-1972 UTC second.

(b) The post-1972 UTC second, which is equal to the TAI second and the SI second.

When I say "prior to 1972 atomic seconds and astronomical seconds were different”, I mean that (b) was not equal to (a).
