The trouble is that there's no one who is both authorized and willing to
do so.  The Steering Committee could, but it's a technical decision
and they delegate all technical decisions to the Working Groups.
The WG has "risen" (made its report to the SC), so it's no longer in
the decision business, although the SC has not yet convened to adopt
(or, Ghu forbid, reject) the report.
