At the moment it does not exist.  However, one of the ballot options on
WG2 packages is "pass on to a future WG", notionally known as WG3.  That
is, this is for packages which WG2 believe should exist, but which seem
too large, complex, ill-defined, etc. to work on at present.

Of course, if WG3 were to actually come into being, it would have
to vote its own list of action items: WG2's list is just a set of
recommendations.
