Formal comment ticket #423 filed.  Ticket #125 reopened to revote this.
We will also be revoting the behavior of `eqv?` around 0.0 vs. -0.0 and
around NaNs.

When the WG votes, #423 will be closed and a formal response will
be sent.  If the WG votes to change the draft, #125 will be changed
after it is changed.
